A DECOMPOSITION APPROACH TO ANALYZING RACIAL AND GENDER BIASES AgEcon
Wu, Ya; Escalante, Cesar L.; Gunter, Lewell F.; Epperson, James E..
This study provides a different perspective in revisiting the racial and gender discrimination issue regarding FSA loans. The Oaxaca-Blinder decomposition method, commonly used in wage discrimination analysis, is employed to determine whether there exist unwarranted differences between the loan amounts approved among racial and gender classes. The findings of this study are inconclusive. As with previous studies, no clear and convincing evidence was found to signal racial or gender discrimination with respect to approved loan amounts to farmer borrowers.

A Spatio-temporal Model for Agricultural Yield Prediction AgEcon
Tokovenko, Oleksiy; Dorfman, Jeffrey H.; Gunter, Lewell F..
The paper presents a spatio-temporal statistical model of agricultural yield prediction based on spatial mixtures of distributions. The proposed method combines several hierarchical and sequential Bayesian estimation procedures that allow the general problem to be addressed with a series of simpler tasks, providing the required flexibility of the model while decreasing the complexity associated with the large dimensionality of the spatial data sets. The data used for the study are 1970 - 2009 annual Iowa state county level corn yield data. The spatial correlation hypothesis is studied by comparing the alternative models using the posterior predictive criterion under squared loss function.

Agricultural Banking and Early Warning Models for the Bank Failures of the Late 2000s Great Recession AgEcon
Li, Xiaofei; Escalante, Cesar L.; Epperson, James E.; Gunter, Lewell F..
This paper is designed to validate if the agricultural sector can once again be labeled as an instigator of the late-2000s Great Recession using the early warning models technique. The empirical results indicate that exposure to agribusiness operations does not necessarily enhance a banks’ tendency to fail.

ANALYSIS OF ECONOMIC EMERGENCY LOAN ALLOCATIONS AND CREDIT MARKET EXPANSION AgEcon
Gunter, Lewell F.; Smathers, Webb M., Jr.; Ingram, Michael C.; Dubman, Robert W..
The Economic Emergency (EE) loan program, administered by the FmHA, was created by Congress in 1978. The primary purpose of the program was to provide credit to farmers who were unable to obtain credit from normal lenders due to economic stress. Over six billion dollars of EE loans were extended nationally during fiscal years 1978 through 1981. This paper examines the allocation of EE loans at the state level and the expansionary effect of the program on farm credit markets. Empirical evidence is provided that EE funds were allocated to states consistently with the general criteria cited in the development of the EE program and that the EE program expanded farm credit markets rather than displacing loans from other sources.

ANALYSIS OF THE U.S.-EUROPEAN COMMUNITY OILSEEDS AGREEMENT AgEcon
Ames, Glenn C.W.; Gunter, Lewell F.; Davis, Claudia D..
In 1986, the American Soybean Association filed a Section 301 petition under the Trade Act of 1974, alleging that European Community oilseed subsidies nullified and impaired benefits of previous trade concessions, specifically the tariff binding of 1962. Two bilateral trade agreements were negotiated to remedy the dispute, the Blair House Agreement and the Memorandum of Understanding on Oilseeds. The impacts of these trade agreements were simulated using a three region trade model. Results indicated that neither supply constraints nor penalties for overproduction will contribute to a recovery of U.S. soybean exports to the EC. (Missing 6 tables)

BRAZIL'S NEW FLOATING EXCHANGE RATE REGIME AND COMPETITIVENESS IN THE WORLD POULTRY MARKET AgEcon
Costa, Ecio de Farias; Ames, Glenn C.W.; Gunter, Lewell F..
In early 1999, Brazil devalued its currency, increasing its competitiveness in the poultry industry and capturing world market share. This paper discusses the devaluation and its effects on Brazil's trade, evaluates preliminary statistics on the impact of the devaluation on world poultry markets, and reports the results from a computable general equilibrium (CGE) simulation of the devaluation. The medium-run CGE results are compared to the short-run impacts reflected in the preliminary statistics.

Effects of China's Antidumping Tariffs on U.S-China Bilateral Poultry Trade AgEcon
Li, Xiaofei; Gunter, Lewell F.; Epperson, James E..
In recent years, the United States has taken the lion’s share of the Chinese broiler meat import market, ranging from 53.0% to 84.9%. Under the threat of rising poultry imports from the United States Chinese producers asked for an investigation into chicken prices, accusing American poultry firms of dumping. The investigation led to antidumping duties on U.S. chicken imports as of February 13, 2010, ranging from 43.1% to 105.4%. This study is designed to evaluate U.S.-China poultry bilateral trade relations under the new tariff using an excess-supply-excess-demand model. The structural model is estimated using GMM with HAC (heteroskedasticity-autocorrelation) robust standard errors to obtain structural coefficients. The analysis focuses on chicken wings,...

FINANCIAL ANALYSIS OF SOLAR ENERGY APPLICATIONS WITH ENDOGENOUS SYSTEM SIZING AgEcon
Gunter, Lewell F.; Smathers, Webb M., Jr..
This paper is concerned with analysis of economic feasibility of solar energy systems. Methodology for estimating energy output from different sized systems is briefly presented, and this is used to determine technical coefficients for a mixed integer model which optimizes the size of the solar heating unit for a particular use. An empirical example of hot water heating on a Georgia dairy is presented. Cost curves are provided for the dairy example to illustrate the effect of sizing on the economic feasibility of solar heating and to elucidate the structure of the optimal sizing decision.

FINANCING THE DISPOSAL OF UNWANTED AGRICULTURAL PESTICIDES AgEcon
Centner, Terence J.; Gunter, Lewell F..
The disposal of accumulated agricultural pesticides is an expensive proposition due to the hazardous nature of these materials. States have inititated unwanted pesticide collection efforts based on several funding options. Through an evaluation of regulations, funding options and comparison of amounts of pesticides collected to expenditures for pesticides, our paper offers some recommendations for future state collection efforts. It may be advantageous to give greater weight to efficiency considerations for the disposal of existing unwanted pesticide stocks, while equity considerations may be emphasized for the disposal of anticipated future stocks.

FINANCING THE DISPOSAL OF UNWANTED AGRICULTURAL PESTICIDES AgEcon
Gunter, Lewell F.; Centner, Terence J..
Since the mid 1980s, it has been recognized that significant quantities of unwanted pesticides are being retained by agricultural producers in barns and other out buildings throughout the United States. State governments have responded to the hazards posed by these pesticides by implementing programs to collect and dispose of them. This paper reviews issues related to costs and funding of pesticide collection and disposal programs. Primary and secondary information on states' approaches to and experiences with unwanted pesticide removal is presented. Differences in the theoretical impacts of various collection funding methods on reducing unwanted pesticide stocks and allocating disposal costs are discussed.

Forecasting Irrigation Water Demand: A Case Study on the Flint River Basin in Georgia AgEcon
Banerjee, Swagata (Ban); Tareen, Irfan Y.; Gunter, Lewell F.; Bramblett, Jimmy; Wetzstein, Michael E..
Southeast drought conditions have accentuated the demand for irrigation in the face of restricted water supply. For allocating this supply, Georgia held an auction for withdrawing irrigated acreage. This auction withdrew 33,000 acres from irrigation, resulting in a physical estimate of a 399 acre-feet daily increase in water flow. The actual reduction is driven by crop distributional changes on the basis of economic substitution and expansion effects. In contrast to the physical estimates, an econometric model that considers these effects is developed. The differences between the physical and econometric models result in an increase in the estimate of water savings of around 19% to 24%.

INCORPORATING CONSUMER DEMAND IN BROILER PROFIT-MAXIMIZATION MODELING AgEcon
Costa, Ecio de Farias; Houston, Jack E.; Gunter, Lewell F.; Pesti, Gene M..
Increased emphasis on consumer markets in broiler profit-maximizing modeling generates results that differ from those of traditional profit-maximization models. This approach reveals that the adoption of step-pricing and consideration of marketing options (examples of responsiveness to consumers) affect the optimal feed-formulation levels and types of broiler production to generate maximum profitability. With the adoption of step-pricing, higher profits can be obtained for targeted weights only if premium prices for broiler products are contracted.
